Sikkim University Recruitment 2017 Eligibility :

ESSENTIAL QUALIFICATIONS FOR FINANCE OFFICER :
  • 1. Master’s degree from a UGC-recognised University with at least 55% of marks or its equivalent grade of ‘B’ in the UGC Seven (7) point scale.
  • 2. Officers of University level institutions having a Master’ Degree from UGC-recognised university with at least 55% of the marks, having put in minimum fifteen years of administrative service, of which at least eight years shall be at the level of Deputy Registrar (Finance/Accounts) or Deputy Finance Officer in the Grade Pay of Rs. 7600 and above.  OR Persons belonging to organized Central Accounts/ Audit Service holding an analogous post or having served in immediate lower post for at least three years.

OR

  • At least 15 years of experience as Assistant Professor in the AGP of Rs 7000/- or above, or with 8 years of service in the AGP of Rs. 8000/- and above including as Associate Professor along with experience in educational administration.

OR

  • Members of Institute of Chartered Accountants/Cost & Works Accountants or MBA (Finance) from a reputed management institute having put in at least eight years of service in a senior position not below the rank of Deputy Registrar in higher education institutions of India.
  • Desirable : Adequate computer skill and exposure to software-based accounting system in mandatory.
ESSENTIAL QUALIFICATIONS FOR LIBRARIAN :
  • 1. A Master’s degree in Library Science/Information Science/Documentation with at least 55% of the marks or its equivalent grade for 55% where grading system is practised.
  • 2. A PhD degree in the above discipline and /or allied discipline with a consistently good academic record.
  • 3. At least thirteen years as a Deputy Librarian in a University Library or eighteen years’ experience as a College Librarian.
  • 4. Evidence of innovative library science and organization of published work.
  • 5. A minimum score as stipulated in the Academic Performance Indicator (API) based Performance Based Appraisal System (PBAS) as prescribed by UGC from time to time. The API score shall be calculated as per revised regulations of UGC 2016 (4th Amendment) or as per UGC regulations amended from time to time. Applicant must upload the duly filled up API sheet in the online application form. Further, a print out of API sheet along with all necessary documentary evidence and a print out of the confirmation email/registration slip should be sent to the University and it should reach the University within one week from the last date of submission of the online application form. Applicant should clearly write their name, post & department applied and application no. in the envelope containing the above documents.
  • Desirable : An M.Phil / Ph.D Degree in Library Science/ Informative Science/ Documentation/ Archives and Manuscript keeping.
ESSENTIAL QUALIFICATIONS FOR DEPUTY LIBRARIAN :
  • 1. A Master’s degree in library science/information science/documentation with at least 55% of the marks or its equivalent grade of B in the UGC seven point scale and a consistently good academic record.
  • 2. Five years experience as an Assistant University Librarian/College Librarian.
  • 3. Evidence of innovative library services, published work, professional commitment and computerization of library.
  • 4. A minimum score as stipulated in the Academic Performance Indicator (API) based Performance Based Appraisal System (PBAS) as prescribed by UGC from time to time. The API score shall be calculated as per revised regulations of UGC 2016 (4th Amendment) or as per UGC regulations amended from time to time. Applicant must upload the duly filled up API sheet in the online application form. Further, a print out of API sheet along with all necessary documentary evidence and a print out of the confirmation email/registration slip should be sent to the University and it should reach the University within one week from the last date of submission of the online application form. Applicant should clearly write their name, post & department applied and application no. in the envelope containing the above documents.

Sikkim University Recruitment 2017 Age Limit :

DETAILS OF PAY, QUALIFICATIONS AND OTHER REQUIREMENTS FOR ALL TEACHING POSITIONS AS PER UGC REGULATION 2010 (AS AMENDED TIME TO TIME):
OTHER CONDITIONS :
  • 1. The candidates must enter the relevant score in the Academic Performance Indicator (API) based on Performance Based Appraisal System (PBAS) as given in Online API Score Sheet as per revised regulations of UGC (4th Amendment, 2016) . Each API score must be supported by the documentary evidence which should be objectively verifiable, without which no claim on account of API score would be entertained. The API score shall be calculated as per revised regulations of UGC 2016 (4th Amendment) or as per UGC regulations amended from time to time. Applicant must upload the duly filled up API sheet in the online application form. Further, a print out of API sheet along with all necessary documentary evidence and a print out of the confirmation email/registration slip should be sent to the University and it should reach the University within one week from the last date of submission of the online application form. Applicant should clearly write their name, post & department applied and application no. in the envelope containing the above documents.
  • 2. The recruitment to the advertised posts shall be carried out in accordance with the revised UGC Regulations, 2016 or as per UGC regulation amended from time to time.
  • 3. In cases where hard copies of the details have been asked for must be dispatched to the University within one week of last date of receipt of application failing which the application may be rejected.
  • 4. Relaxation if any will be as per GOI rules.
  • 5. The period put in by the candidates to acquire M.Phil. and / or Ph.D. Degree shall not be counted towards teaching/research experience.
  • 6. i. The reservation for the SC/ST/OBC/Persons with Disabilities candidates is as per the Govt. of India rules. ii. Candidate applying under quota reserved for Person with Disabilities should indicate whether he/she belongs to SC/ST/OBC or General Category. iii. Person suffering from not less than 40% of the relevant disability shall alone be eligible for the benefit of reservation for Person with Disabilities.
  • 7. The appointment under reserved category shall be provisional and subject to certificate being verified through the proper channels. If the verification reveals that the claim of the candidate to a particular category is false, his/her services will be terminated forthwith without assigning any further reasons and without prejudice to such further action as may be taken under the provisions of the Indian Panel Code/ Ranbir Panel Code for production of false certificates.
  • 8. Candidates who have been awarded Ph.D. from foreign Universities should enclose “Equivalence Certificates”, issued by the Association of Indian Universities, New Delhi, without which their candidature will not be considered and application will be rejected.
  • 9. The medium of instruction in the University is English except for the Languages.
  • 10. Age of superannuation for all teaching positions shall be as per UGC norms.
  • 11. All the appointees including the in-service candidates shall be governed by the New Pension Scheme (NPS) introduced by the Govt. of India.
  • 12. Applicants not found suitable for higher positions may be considered for lower positions in the same area of specialization.
  • 13. The prescribed qualifications and experience will be minimum and the mere fact of possessing the same will not entitle a candidate to be called for interview.
  • 14. No TA/DA shall be paid to the candidates for attending the interview. However, the SC/ST/PWD candidates will be paid second-class railway/bus fare by shortest route on production of tickets.
  • 15. Applicant already in employment shall be required to submit NOC at the time of interview, failing which he/she should not be allowed to appear before the Selection Committee.
  • 16. Online application not accompanied by necessary supporting verifiable documents, attested copies of degree certificates/mark sheet/experience certificates/category certificate (if applicable), publications, teaching/research experience issued by the competent authority and the incomplete applications shall be rejected summarily.
  • 17. Shortlisted candidates to bring along all original documents during the time of interview for verification of the same.
  • 18. In case the last date fixed for receipt of applications is declared a holiday, next working day shall be deemed to be the last date for receiving the forms.
  • 19. Any change of address given in the application form should at once be communicated to the University within the stipulated date. The University shall not be held responsible if the communication address given is incorrect.
  • 20. The University shall verify the antecedents/documents submitted by the candidates at the time of appointment and or any time during the tenure of the service. In case, it is detected that the documents submitted are fake or the candidate has a clandestine antecedents/background and has suppressed the said information, his/her services shall be terminated forthwith.
  • 21. In case of any dispute, any suit or legal proceedings by or against the University, Courts within whose local Jurisdiction, Headquarter of the University is situated shall have the Jurisdiction.
